Enables or disables the quota buying policy across the platform.
When enabled, this policy blocks order validation when a customer account's order is below
the minimum quota threshold. When disabled, the system allows orders regardless of quota thresholds.
⚠️ This endpoint is only accessible when the dj-client header is set to OPERATOR.
